Consumer Product Safety Commission (CPSC): eFiling Product Registry

The CPSC has launched Self-Registration for the eFiling Product Registry. This initiative allows importers and customs brokers to participate in the program ahead of the mandatory eFiling date of July 8th, 2026. Read on to find out how this may affect your imports.

The eFiling initiative does not change the applicable consumer product safety requirements for a given product or shipment but rather creates a process by which the product certificate is filed and provided to CPSC and U.S. Customs and Border Protection (CBP).

The CPSC Product Registry is a secure online application where importers can store and manage their product certificate data to transmit Reference PGA Message Sets to CBP’s ACE system at the time of entry. We recommend that you begin reviewing this process, as soon as possible, to avoid complications once the mandatory eFiling date occurs.

After July 8th 2026, if your shipments do not have the proper eFiling they could require further examination, incur heavy storage fees, and most importantly, will not be cleared by US Customs.

eFiling Program Requirements

The eFiling program will require importers to electronically file data elements at the time of filing an entry, including:

  • Identification of the finished product.
  • The party certifying compliance.
  • Each consumer product safety rule to which the finished product has been certified.
  • The date and place the finished product was manufactured.
  • When and where the finished product was most recently tested for compliance.
  • Contact information for the person maintaining test records.

This initiative does not change the applicable consumer product safety requirements for a given product or shipment but rather creates a process by which the product certificate is filed and provided to CPSC and CBP. CPSC provides various resources to support importers in understanding what testing and certification requirements apply to their imported consumer products.

Self-Registration for Product Registry

Please note that the CPSC Product Registry serves as a stand-alone central data repository and does not communicate with CBP’s ACE system. Self-registration provides participants with greater autonomy and control over the registration process. Self-registration for the Product Registry will close when the 2,000 voluntary participant limit is reached.

Both the new Administration and Congressional members of both parties fully support the CPSC eFiling initiative for imported products, so the CPSC is moving full steam ahead to get ready for the July 2026 mandatory implementation date.
